MBFWebBahaviors won't install

I have Business Portal for SL 2011 FP1 installed for a client. I am using Internet Explorer 8 and my client is running Internet Explorer 9 on his machine. When we use the 64 bit version of Internet Explorer and go to specific pages (specifically the Business Portal Users Administration page) it continually prompts to install the MBFWebBehaviors but never installs them.

I have tried to turn on Compatibility View from the Tools menu, but it is greyed out. I have added the website in the Compatibility View Settings screen and it also has Display Intranet sites in Compatibility View checked (but greyed out) and Display all websites in Compatibilty View checked.

Is there any way to get this working in the 64 bit version of Internet Explorer.

Run IE as Administrator, then attempt to administer users and the applications will install. You only need to do this once per workstation.
