I am working in Dynamics SL 7.0 with Business Portal 4.0.  I am trying to devise a system where when an employee completes a time sheet or expense report an email will automatically be sent to the approver of that time sheet or expense report. 

I have attempted to use Alerts but I am having difficulty getting a list to populate programmatically.  I have considered Workflow but I have no experience with it.

Has anyone been able to do something like this or have any suggestions as to where I might look for more information? I need to get something moving on this project quickly so I am open to any suggestions.
